Backgrounds

According to the mid & long-term program of Chinese rail-net construction, further promotion of informational construction will be speed up to form the combination of Transport Management Information System (TMIS) and Dispatch Management Information System (DMIS). The Ministry of Railways advances that by the year of 2020, the total mileage of operated rail line in China will reach to 100,000km, major main lines will separate passengers and freight, double tracking and electrification near 50%, major technology and equipment reach or approach world advanced level.

According to the program, rapid passenger passageway will be established between provincial cities and major cities, plus 3 city-link rapid passenger systems around Bo-hai area, Yangtse River Delta and Zhu-jiang River Delta area. Construction of total passenger line will be over 12,000km.

Besides, another 16,000km new line is in program to create an international rail passageway in Northwest and Southwest of China, new passageways between Northwest & North China and Northwest & Southwest of China, passage from Xinjiang to Qinghai and Tibet. These will perfect the rail net in western even mid-eastern area of China.

Also in the year of 2004 and 2005, China will raise railway speed for the 5 th and 6 th time.

Being the Capital of China and the Host City of 2008 Summer Olympic Games, Beijing is speeding up its urban rail transport construction.

The Ba-Tong Subway Line opened to traffic on December 28, 2003. This made the total length of Beijing operated rail transport line reach to 113.96km, and becomes No.1 in all major Chinese cities. In the year of 2004, Beijing will start 5 more urban rail transport lines, the Capital Airport Rail Line, No. 5 Line, No.4 Line, No. 10 Line (including Olympic Sub-Line) and No. 9 Line.

Apart from the 5 lines that started the construction in 2004, 3 other suburban lines are in preparatory.

According to the experience from American and European developed countries, if the motor vehicle's volume reaches to 3 million in one city, the total mileage of its urban rail transport must reach 300km. In that case, along with the speedy increase of motor vehicle in Beijing, the urban rail traffic construction will speed up also.

The latest urban-rail-net program indicates that, Beijing will extend 154km urban rail transport line before the year of 2008 and makes its total mileage up to 300km (including suburban rail lines). According to the Mid-Term Program by 2020, the operated urban rail traffic line in Beijing will reach to 798km. And further to the Long-Term Program by 2050, the total length of rail transport in Beijing will be over 1000km, including 22 urban rail lines with 693km in the city and more than 300km suburban lines. The urban rail transport system will take 50%~60% of the total passenger quantity.

Along with the great effect on the development of railway and urban rail transport, China is working very hard on the modernization of locomotive and rolling stocks and further catches the world advanced level. China will import more high and new technology with create independently together to reach this target, meanwhile, speed up the step of modernization, radically increase the technical level of Chinese locomotive and rolling stocks, narrows the gap with other developed countries.
